- Detailed work on economic warfare and its relationship in the power struggles, regarding roles between the Admiralty and War Office, is to be found in Avner Offer: The First World War: An Agrarian Interpretation (Oxford: Clarendon, 1989) chapters 15 to 21. However, I am far from convinced of Fisher’s commitment to economic warfare.
