These records are part a long series relating to the Naval Estimates and are filed by year. Although not nearly as neat as another series (only going to 1815) that appear to be copies of the final products submitted to Parliament for consideration, they give similar or identical information.

 

As an example for 1806 under ‘Pensions and Allowances to Sea and Marine Officers Comifsioners of His Majesty’s Navy their Widows and the Relations of Sea Officers’ are examples:-

These documents would seem to be the fair versions of the Navy Estimates and are far easier to read than in the correspondence elsewhere. These show both sea officers’ superannuation and pensions for other reasons, including death and wounding. These show all pensions then being paid for by the public purse (in relation to the navy) and in this collection go back as far as 1761.

 

In the near subsequent years the entries overwhelmingly remain the same, with additions (as and when awarded). But, as the Revolutionary Wars gave way to the Napoleonic Wars the descriptions relating to pensions became far shorter. This particular series ends in 1815 and other versions of navy estimates need to be found.

By this time only changes in pensions were recorded by name, in this case since 1st January 1830. As well as the granting of new pensions, there are details of those where pensions had ceased, along with the sum per annum. What is more, they are merely within a section for ‘superannuation and pensions’. Rambling and difficult to work through, I assume that there are also listings of pensions awarded to widows and such like elsewhere, but I did not find these.

All still handwritten, by this time very few names are mentioned. Under vote number 15, those awarded for ‘Good + Meritorious Service’ are there - flag officers and captains (with a smattering of marine officers), giving the annual pension. But, there are also notations of the estimates ‘in which the Services are stated’. As page numbers are noted, I assume that these refer to the final printed version (as there are few signs of page numbers in the drafts). Further on, there is a named listing of flag officers ‘on Reserved Half Pay in receipt of Service Pensions’. Also, there is small list of named ‘Widows and Relatives of Officers Slain’.

This particular volume is absolutely massive and reflects, at least in part, the paperwork behind the Naval Defence Act 1889. Parts of the final printed statement that went before Parliament is interspersed with masses of correspondence. Under vote 15 ‘Naval Pensions’, as well as the bald figures of expenditure there are still named individuals for ‘Good and Meritorious Service’ as above (1860-61) and for medical officers; ‘Pensions for Conspicuous Bravery; Victoria Cross Pensions’ for warrant officers, petty officers and seamen (along with marines); and ‘Annuities for Conspicuous Gallantry’ for chief and first class petty officers (plus marines).
